"They think it's all over" is a quote from Kenneth Wolstenholme's BBC TV commentary in the closing moments of the 1966 FIFA World Cup Final, when England beat West Germany 4–2 after extra time to win the FIFA World Cup. In the final few seconds of the match, Wolstenholme said:

It is now, it's four!
Soon after the 1966 victory, Wolstenholme's quote became a widely used expression.
Well now it really is over following England’s defeat by France. We watched an exciting match only to be disappointed by a missed penalty by England’s captain, Harry Kane, which meant that the England team will now be on their way home to our freezing weather.
That will be the end of my sport watching until the Ashes cricket series starts in June next year. Then I will be glued to the TV except for when the chief fitness instructor takes me on my daily walk.
Meantime I will post here from time to time when inspiration finds me.
